XML API issues

<li>The XML based certificate delete request responds a certificate to be deleted but in fact it still exists in the system</li>
<li>There were some issues in XML API response schemas. Please remember that these schemas are not used in the mendelson OFTP2, they are just available for information purpose. The following schemas have been modified: modify_partner_response.xsd, list_partner_response.xsd, delete_certificate_response.xsd</li>
