New Windows installer

<li>Switched to a new Windows installer because the formerly one had sometimes problems with file overwrite rights</li>
<li>Added some localizations</li>
<li>The security setup of internal keystores have been removed, it's just kept if you have licensed the HA</li>
<li>In the certificate manager there is now a reference to the partners that are using the certificates/keys in the configuration</li>
