Java API: Verify inbound signal signature

<li>Added the functionality to verify inbound signals signature to the Java API (which is a plugin of the processional edition). Please remember that there is no way to inform a partner on the protocol level if the signals signature verification failed. If you use this function you need to add a mechanism to inform the partner otherwise that the transaction failed on your side because it is ok on his side. If you just use this to set a transaction state to failed both partners will have different transaction states.</li>
